Describe the bug
When a newly created external VC is asked a question an error is thrown in the service

To Reproduce
Steps to reproduce the behavior:

Go to acc env
Create an external VC using open ai token from paid subscription
Add the VC as member to a space
Ask the VC a question - error is thrown on virtual-contributor-engine-generic

Expected behavior
Responses are returned successfully for both external and assistant vcs
