This the variable is expended here:

[environment]
BINUTILS_SRC_DIR.set = "${CRATE_ROOT}/"

But not here:

[gpr-set-externals]
BINUTILS_SRC_DIR = "${CRATE_ROOT}/"

I don't think there's a good reason for this. Probably an oversight when the expansion was implemented.
