I think upstart is awesome ran very rushed node streaming services without blinking twice and never had to even look at it again.
Still there is no reason why php can't manage services with a little thought and and whiskey of course I'm sure we could PHPesque that can be monitored through CLI in the usual status stop start restart routines or even through the browser from anywhere in the world. Bitches like interwebs too =)
