Rework homepage for v0.2

There are a few things still needed in the compiler itself to work as a function within the homepage, but getting started on a refactoring of the website can start now.

The libraries used by the homepage are several years out of date, and there may be an easier-to-maintain system that can be used instead.

This task is about getting things set up so it's ready to go when the compiler is.

There might be another task for the look and feel of the website, but I am less sure about that right now.
