February: focus on putting all costs into the new code (not this story but #55), building a clear argument on why it needs to be a formal SA.
Show a clear proposal on what we are doing, how, how muc it is costing.
This issue needs to be more linked with TRESA and involve them. Or even have a single DSH issue on TRESA that focuses on interacting with the SA on what they want to do.

A unified process to track cost and execute recharges to projects using DSH

A process in which a single TRESA point of contact deals with projects to request and pay for a DSH TRE.
Definition of Done
The processes is signed off by all departments (REG, Finance, PMU) and a full cycle has been executed (request, cost sign off, recharge)
