The processes is signed off by all departments (REG, Finance, PMU) and a full cycle has been executed (request, cost sign off, recharge)

I merged that PR, but it doesn't close the issue so I've reopened it.

Martin has not yet got a new TRESA finance project code set up due to finance focussing on the reforecast and overall REG budget reconciliation. he will chase w/c 11 Dec 2023

February: focus on putting all costs into the new code (not this story but #55), building a clear argument on why it needs to be a formal SA.
Show a clear proposal on what we are doing, how, how muc it is costing.

This issue needs to be more linked with TRESA and involve them. Or even have a single DSH issue on TRESA that focuses on interacting with the SA on what they want to do.
