Document Provider Console before GA #621

Akash Provider Console is currently in closed beta and the core team is fixing bugs and responding to feedback from the beta users.

The plan is to try to GA it by the end of January. With this in mind we need to document it.

Specifically, we need to

replace https://akash.network/docs/providers/community-solutions/ with a section called "Akash Provider Console" and in it document
Setting up a provider
Dashboard (once the provider is set up)
Side bar
Other UI pages
