Tag not written if not empty

The tags seems not written to the file if the the tag already contain existing data. If i remove the IPTC tag data from an image editing tool and run the same script then only the tag is saved correctly to the file. I am using ACDSee and Adobe Photoshop to manually add/remove the IPTC tag and both confirm this issue.
