Build ARM64 binary using native GitHub Actions runners rather than QEMU virtualization #480

We currently build the ARM64 binary using QEMU virtualization.

GitHub Actions now provides native ARM64 runners (since June 2024), so we should use them to build the ARM64 binary, instead of the QEMU virtualization approach.
