When in the block state (either due to proximity blocking or holding the guard button), the character hurtbox expands causing them to block attacks that would whiff if they were not in the block state. An example where this can be seen is Sieg linking c.L > c.M > f.L against a stand blocking opponent. If the opponent stops blocking just before the f.L, the f.L will whiff. Where as if they are holding the guard button or holding back, it will reach.
This is not taken into account by the hurtbox viewer.
