Add nginx configuration to support an additional html server

Add an nginx configuration to the docker-compose file to create an additional (separate / configurable URL via env) http server to publish the files that will be stored for #52

Basically this needs to be in a completely separate folder (docker mount) and using a new domain name (separate certificates) so it's served through that URL to provide independence to the images.
