evaluator as a function - keep it simple
default variable scaling by bounds
only table setups for vars, objs, cons

explain variable setup translating to inputs
objective, con to outputs

scale means divide

scaling guidelines --
choose a number equal to expected movement, ballpark in order of magnitude is fine

default to cache functions
