UI should have active status during introduction #11

The map layer buttons / UI on the right side should be activated

when the map first loads "all tax lots" should be active
for each step of the introduction the corresponding button or check box should be activated
Also, the "available FAR" legend should disappear when turned off and building permit layer is turned on.

These should be a simple fix using the logic in place & some jQuery.
