Building the JSPM.dev build locally

Is there any way to build a local version of the JSPM.dev build locally for Spectrum Web Components? That way I can use their particular build structure offline. For context I'm using SWC on an Adobe CEP panel. The JSPM.dev build works perfectly for it. However, when I try to use a Rollup build it doesn't work (guessing this is a CEP issue). The example Rollup project works great in a Chrome browser but won't work on my CEP. That's why I'm curious if there's certain settings in Rollup or a different crafty way to get the JSPM.dev build locally.
