Should Menu/MenuSection with selectionMode='single' always have 1 item checked?

Right now in RAC/Spectrum, clicking a checked radio menu item will uncheck it, leaving selection empty. It's not the case for some other UI libraries.

Granted, I can add early return when selection is empty to the selection change handler. Just wanna check if this is desired behavior.
