Create a Copilot chat command say /issues

Features of the command

Issue Retrieval:

Interacts with the issue management system (such as Jira, GitHub Issues, or similar tools).
It identifies the most important issue (or presents a selection of relevant issues) based on predefined criteria (e.g., priority, severity, or other factors).
You review the suggested issue(s) and accept one.

Issue Assignment:

Once you accept an issue, the AI assigns it to you.
The issue becomes part of your workload.

IDE Integration:

In your integrated development environment (IDE), additional information about the issue is provided.
This could include details like the issue description, related files, and any relevant context.
