com.adobe.cq.core.wcm.components.core installed, not active

Looking in console bundles for com.adobe.cq.core.wcm.components.core it shows:
com.adobe.cq.wcm.spi,version=[0.1,1) -- Cannot be resolved
com.day.cq.dam.scene7.api.constants,version=[2.11,3) -- Cannot be resolved
javax.annotation.meta -- Cannot be resolved but is not required

I am unable to find com.adobe.cq.wcm.spi to get this bundle active.

Any suggestions for all 3 would be appreciated.
This is currently occuring with version 2.20.8 but also was present with a previous version.
