Assuming this is the Epiphany firmware not clear what the metaserver of project name refers to.

Vivado version is now 2019.1 and I am sure we are looking for Zynq-7000 SoCs and not UltraScale+.

Vivado HLx 2019.1: WebPACK and Editions (Free edition supports Zynq-7000)
