It would be great if specifying vat-ids was optional.
This would allow a reasonable extension for e.g. Kleinunternehmerregelung.

I'm currently playing around with a hacky solution but I am willing to write a proper PR. Let me know if there's anything I should be wary of or if I misunderstood something completely.
