The cert-manager ClusterIssuer letsencrypt-production uses the secret route53-credentials, which is not created during the procedure explained. Without creating the secret, the certificate for the IngressController can't be issued. The manifest already exists in the directory: ocp4-ops/resources/cert-manager/secret_route53-credentials.yaml.
