jQuery/Bootstrap version issues

Hello,
I'm an academic who would like to add a popover/tooltip into my clone of the repo.

I added scripts into head/custom.html but there seems to be a few issues in getting tooltips functional.

Can you describe the jQuery environment, version used, Bootstrap version, and/or maybe recommend a way to get popover/tooltip functionality in this template? Thank you!
