Files from available activities in hidden sections, available through stealth mode, are not included

some of our teachers are using "stealth mode", where activities are put in hidden sections, and then made available in order to make them accessible for students via links.

unfortunately, download center completely ignores everything in hidden sections. in order to support this, it would have to test each activity for its availability instead of ignoring entire sections.

test steps:

1. hide a section in a course
2. put an activity in the hidden section
3. make this activity available by selecting "make available" from the action dropdown
4. use download center to download all course content - contents from this activity should be included
