[WPT] Setup WebPageTest based GHA workflows

Is your feature request related to a problem? Please describe.
In the past, some users have reported issues which are only surfaced when running exhaustive test suites like WPT or Metrix. Example see:

• [ChunkParser] does not handle additional headers fields after the message body. #44
• [HttpPipeline] When receiving OPTIONS does not handle multiple requests with the same connection. #45

There may be more (weird/malformed request/response packets) scenarios, which will be good to catch early during integration testing.

Describe the solution you'd like
Setup WPT based GHA workflow to surface any edge cases.

• Need not be WPT, any http test suite framework will do.
