Handle oracle link for ETH in Mainnet and Polygon #1012

ETH Mainnet V2 and Polygon V2 markets use ETH-based oracles. In both markets the oracles have hard-coded the price for ETH as 1: https://etherscan.io/address/0xa50ba011c48153de246e5192c8f9258a2ba79ca9#code#L174.

On the WETH reserve overview page on both markets, the oracle link currently shows the zero address, this should be a tooltip explaining that the price is static
