Defs.xml causes red error on game load #5

Repro:

Create a mod with template.
Fill About.xml
Start game and add a mod created with template.
When starting the game with mod with empty Defs.xml, that causes red error.
Need to have empty <Defs></Defs> block in order to not cause game errors.
Used tool for C#-only mod, so have not touched defs.
