Currently the seeder starts a fresh crawl from its statically-configured bootstrap peers whenever it restarts. It would be better if it remembered at least a few of the most reliable peers to grow that list over time.

Note that requiring persistent state will make it more difficult to deploy than it currently is, and will also require ops work in coredns-zcash.
