“The file couldn’t be opened” iOS 17 Beta. Unsure if it has anything to do with the update, but I’ve used the shortcut in the past with no issues.

Same, If I factory reset and log into iCloud it works. If I do an iCloud restore it does not. If I completely remove shortcuts, reset all settings, then reinstall and wait for everything to come down from iCloud, still no resolution. Sorry but I would like to figure this out too.
The same issue works on Mac but I think in shortcuts, the shortcut app doesn't have the rights to read/write on iCloud drive. While on Mac Siri needs access from apps to answer but on iOS there is this problem.
