A way to 'hide' floating windows behind scrolling windows.

this could be implemented as keyboard shortcut or a window rule.

this could also include only hiding floating windows behind specific scrolling windows, which could be implemented as a window rule.

I wonder if this is the right UX? I agree having persistent floats kind of requires you to avoid tiled windows currently. We could make a toggle for whether floating or tiling is on top, but I'm not sure if that's a useful thing.

This cannot work unfortunately with how niri internally separates the two layouts.

A command to toggle hiding/showing all floating windows would be useful. I'm currently using a script to move all floating windows to a scratch workspace and then another script to bring all windows from scratch to the current workspace. Now I can toggle scratch windows on and off with a keystroke but it takes ~100ms to toggle which isn't ideal.

When do you use it?

FWIW with batch actions #1017 it should be quicker (same speed as moving a single window).
