I wonder if this is the right UX? I agree having persistent floats kind of requires you to avoid tiled windows currently. We could make a toggle for whether floating or tiling is on top, but I'm not sure if that's a useful thing.
This cannot work unfortunately with how niri internally separates the two layouts. |

A way to 'hide' floating windows behind scrolling windows.
this could be implemented as keyboard shortcut or a window rule.
this could also include only hiding floating windows behind specific scrolling windows, which could be implemented as a window rule.
