Currently liquid cache is a standalone project demonstrating its cool techniques, but for people to use it, we need to release to crates.io

Here are some of the road blockers:

Use official datafusion, rather than my fork
Use official arrow, rather than my fork
Decide what should be on crates.io, what should not.
Write proper documents

We need to wait for apache/arrow-rs#7109 to propagate to DataFusion, can take a while
