bug描述: vecExceptionFlag标记位置位条件出错

RTL版本: 24120901(点击即可下载出现bug的RTL,需在此版本构建测试用例复现bug)

Commit: 2025-01-13(点击跳转至修复bug的commit页面，需前往仓库下载修复bug日期后的RTL，运行测试用例检查是否修复了bug)

原因: vecExceptionFlag标记位置位条件出错
