bug描述: 前端跨页取指令时例外处理错误

RTL版本: 24112601(点击即可下载出现bug的RTL,需在此版本构建测试用例复现bug)

Commit: 2024-12-01(点击跳转至修复bug的commit页面，需前往仓库下载修复bug日期后的RTL，运行测试用例检查是否修复了bug)

原因: 应该是ebsin的问题
