bug描述: RTL在某些不可能修改向量状态的指令仍然将vs设置为dirty

RTL版本: 24111901(点击即可下载出现bug的RTL,需在此版本构建测试用例复现bug)

Commit: 2024-12-01(点击跳转至修复bug的commit页面，需前往仓库下载修复bug日期后的RTL，运行测试用例检查是否修复了bug)

原因: do not set vs.dirty for some type of vecInsts
