The Wilhelm scream is not in the public domain. The fact that royalties are not paid doesn't mean they shouldn't be paid and that the sound is still copyrighted. As much as I think it would be funny to have that sound, it might not be a good idea.

At least in the US, I feel like it would be considered fair use (though not sure about other countries). Also, since it is originally from 1951, copyright may have expired, not sure if it was renewed. (Not a lawyer, so just guessing.)
