Expected Behavior
When new labels are added, new labels appear at the bottom of the list on save. labels list otherwise remains unchanged.

Current Behavior
When new labels are added, labels list will add new label to bottom, but will also duplicate the entire list after

unable to replicate issue. closing

while testing other changes, was able to replicate. Re-opening, but still do not have consistent replication steps
