[KYC feature] KYC interface should only activate for users outside of Africa

The Payer App should be updated so that only users in Europe (or outside of Africa) are required to go through the KYC process. Most KYC API identify proofing methods are not (yet) set up for the majority of African countries. Someone setting up an account in DRC will need to be able to bypass the KYC feature.

I am not sure what the best way is to implement this. Perhaps based on IP address of the user, or by obtaining user location through the browser they are using.
