背景
使用FISCO BCOS 搭建区块链。旧系统使用2.8版本，新系统计划使用3.0版本。目前Wecross跨链无法兼容

待解决的问题
应支持FISCO BCOS v2.8 版本与 FISCO BCOS v3.0版本的智能合约跨链调用和API调用。

使用场景
方案适合开发部署场景
