One of my friends in Iran suggested investigating this option. Since many people don't have access to the Internet, we can use apps or companies to send SMS to Iran in bulk, for example about future events (protests, boycotts, etc.) and other related topics.
I have never done this internationally. So, I took a basic quote from this website: https://www.bulksms.com/
It offers about 38000 SMS for 1700$ which is expensive. However, the cost will probably decrease if we get a more particular quote based on our needs, negotiate, and look for similar companies that people have already worked with and offer a better rate.
