Categorize the audience, how to meet their needs

We must categorize our audiences so we can create value basesd on their needs. For example if our audiences are people who live in Iran and used Instagram as a platform to do their businesses, so programmers can develop an offline application as a platform for them. It also can be used for the ones who share techniques to proceed this protest more efficiently.
If the audience are most influential people worldwide, and the target is raising awareness the content would be different.
