A normal VPS server with 1 GB of ram and 1 GB of HDD and 1 core CPU can handle more than 1 thousands of VPN accounts,

the main thing is Network Port that must be high as possible,

in most advanced datacenters you can rent VPS with more than 1 Gbit of network connection.

OpenVPN is not good because it cannot separate Iranian websites and others
Clash is the better option. You can specify the GeoIP.
And it is undetectable since it uses the TLS protocol

almost all traditional VPN protocols is blocked by ISPs, The only protocol that works in Iran at all hours of the day, even with cellular connection in the middle of protests, is shadowsocks+v2ray+websocket+tls+cdn.
