The coding standards group proposed working on RFCs when adding requirements. Unfortunately, this didn't take, but we can maybe use parts of their workflow and adapt them to our own.
I'd like to have a template when opening a PR or an issue with the proposals so that whenever people want to add a change it follows some similar structure.

I like it, but the language of this file feels very strict and sometimes difficult to understand.
("Build consensus and integrate feedback")
That makes it sound more complicated than it is, and may scare people away from contributing.
The goal is to motivate people to contribute instead of saying "All requirements suck".
So it needs to be easier than saying " it sucks" ;)
