Extra eagerness option (instant hover)

An extra eagerness option which triggers on hover (instant) would be nice.

This allows more aggressive speculation while still being linked to specific user actions. (compared to eagerness=eager)

This would also allow prewarming the prefetch cache with HTML by the time the prerender starts with eagerness=moderate

• Prefetch: OnHover (instant hover)
• Prerender: OnHover (200ms hover)

In Chromium, we'd like to make "moderate" 200 ms hover and "eager" instant hover. This is on our near-term roadmap. But we'd kind of like to bundle it with changes to add better behaviors for mobile.
