Flag duplicate local ids at ingest

Is your feature request related to a problem? Please describe.
Right now the system is dependent on catalogers doing a manual spot-check of what's in the AAPB/AMS2 already, which is prone to a variety of types of error (accidental duplication of records)

Describe the solution you'd like
Ideally at the point of batch ingest, it would send some sort of flag or over-ride-able option before actually creating the duplicate record

Describe alternatives you've considered
Currently Miranda asks for reports of existing records either in ams2 or aapb and compares to what is about to be ingested
