Inaccessible record in AMS2

When attempting to access the following record, there is an error:

From what we understand it looks like there's an attempt to look up the non-Fedora version of the record, which is not there, and is erroring when attempting to pull up the Fedora record.

A few questions this raises:

1. Shouldn't the Valkyrized version of the record be there?
2. Shouldn't the fallback Fedora lookup work without error?
