Create redirect from DOI prefix to the corresponding organization

There is no good URL formatter for DOI prefix (P1662), yet Scholia does provide profiles of publishers.

A redirect from a (valid) DOI prefix to the /publisher, e.g. from
scholia.toolforge.org/doi-prefix/10.1371 to https://scholia.toolforge.org/publisher/Q233358 .

Describe alternatives you've considered
https://hub.toolforge.org/Q91373756?property=P275?site=wikidata

https://hub.toolforge.org/P1662:10.1371?site=scholia , which currently ends up at https://scholia.toolforge.org/topic/Q233358 (i.e. the topic profile for PLOS), which means that we will have to work on publisher redirects anyway.
