Geographic Location Filter improvements

From User Survey - Would be nice to be able to draw a box around an area of interest. I could only click on a point. It seemed to remove all the ESI layers when I did.

From User Survey - Some users may want to select a box or other type of polygon in the Location tab, rather than just a point.

Geoportal allows for a box to be drawn, but does not allow for a more complicated polygon. This is an enhancement request for the Point97 UI to add in the box option.

This is part of the query using the SOLR API. Would need to look into whether SOLR supports bbox query rather than just point

Still desirable, and at least the BBOX version should be doable.

SOLR 4.1 (installed) support for BBOX queries looks promising: https://lucene.apache.org/solr/4_1_0/solr-core/index.html (this doc describes a plugin, not sure where to find, or if included).

Here's a wiki about Spatial Search in Solr: https://wiki.apache.org/solr/SpatialSearch - the versions are less clear, but comparing this against the 6.6 doc we should see if we can successfully create a BBox query to our existing Solr instance.
