Add quote delete command for non-mods

This should use the same workflow as making a quote - it has to be approved by N amount of people. For quotes that get auto-quoted, maybe don't allow this option.

I'm personally against this, if X amount of people approved it, then why can't a mod just delete it? This seems like your implementing a system of "community moderation", of which should be up to the server admins/mods.

Because I am not personally going to listen to every request to delete a quote.

This seems much like a voxel fox specific issue, will there be a way to disable/enable it for other guilds who do not request this feature?
