Framerate adjustment for Encoders

With OBS Studio 28.0 and earlier, it is not possible to select a framerate for the stream, and a different framerate for the recording. This means that if you want to record at 120 FPS, you will also stream at 120 FPS - or if you stream at 30 FPS, you will also record at 30 FPS. So you either choose to sacrifice stream quality for recording quality, or recording quality for stream quality.

There are alternatives, like running two OBS Studio instances, but they are far from ideal and cause more problems than we want. Ideally we want to be able to select a framerate for the stream which is a fraction of the OBS Studio framerate, and have the recording run at OBS Studio's framerate.

This was indeed almost the only thing necessary to make things work correctly. Twitch and YouTube, the two dominant platforms, had no issues accepting as low as 3 FPS, below that they had issues with playback. In other news, I had the worlds smoothest 30 FPS stream, as I was actually running OBS Studio at 240 FPS.
