Add environment checkup/configuration phase

When starting evaluation of a project, there is a number of tasks that must be done (e.g. check that the user has all the necessary tools, create necessary tmp dirs/files, check/build a docker image, etc.). These should be all executed either by a script or by a command from within the tool.
