Feature request: 'What's new?' pop-up #853

Upon running a new major release wallet version for the first time, a window pops up with bullet points outlining new features implemented in the current version. Appears only the first time a new wallet version is run.

Optional: Have a checkbox in preferences to never show new features pop-up.

Or "hide until next time".
