get_changes_since cnnot get continues change number

when I use get_changes_since with app_changes=True and package_changes=True,
change number will get at the most, but in some case, the function will omit some change numbers,
like 19201010,19201012 get, but 19201011 lost,
So I'm wondering if this interface will return the number closest to it based on the change_number I pass in
