For APP/CTR/FSS controllers allow them to mass-hand-off tags to another controller when they're about to log off.

Bear in mind it may be to an unidentified controller ID (i.e. a number) if they haven't yet set their primary frequency or there are multiple controllers with the same frequency (i.e. the current and the relief)
